Laura Alvarado, District 1Presley_sm

Laura Alvarado was elected the District 1 Council Member in November 2016. Her current term expires in November 2019. 

Alvarado came to Baytown as a child in the early 1980’s when her family relocated as part of her father’s work in the refineries. She remembers her parents searching several places in which to settle in the surrounding areas, but once her mother visited Baytown, she knew they were home. This has been the same feeling that has kept Laura in her childhood neighborhood. 

An active member of the Baytown community, she serves passionately on the Gulf Coast Partners Achieving Student Success (GCPASS), Hispanic Educational Access Committee (HEAC) of Lee College, and the Community Development Advisory Committee (CDAC). 

A graduate of Robert E. Lee High School and Lee College (Business Administration), she is currently pursuing a degree in Public Administration. She is a graduate of Leadership Houston Class XXX, where she serves on the Communication Committee and was named one of Houston's 100 Hispanic Women in Leadership in 2010.

Alvarado works for the Texas Diversity Council (TXDC) as Communication and Program Director, responsible for all communication and marketing efforts across the Texas markets as well as for the National Diversity Council (NDC). She is a strong advocate for education and the advancement of women as she leads several youth and women’s initiatives throughout the Texas and other NDC markets. Email


Chris Presley, District 2Presley_sm

Chris Presley was elected the District 2 Council Member in May 2013. His current term expires in November 2019.

Presley, a life-long Baytown resident, has served an active role in the community, having served as President of the Baytown Downtown Association, Director of both the Baytown Redevelopment Authority and the Baytown Tax Increment Reinvestment Zone, and the Baytown Charter Review Committee. 

A graduate of Ross S. Sterling High School, Presley holds an Associates Degree from Lee Junior College, a Bachelors Degree in Finance from the University of Texas in Austin, and a Masters Degree in Real Estate and Construction Science from Texas A&M University, where he held membership in the National Honor Society.

Self-employed in the field of Real Estate and Construction Management, Presley enjoys physical fitness, reading, hunting, and fishing. Email


Charles R. Johnson, District 3Presley_sm

Charles R. Johnson was elected the District 3 Council Member in November 2016. His current term expires in November 2019.

Johnson started serving in the community as a volunteer coach in 1996 at the Baytown YMCA and has served on numerous committees.  He now volunteers as a basketball coach with the Highlands Sports Association (HSA) where he is also the President of Basketball operations.

After graduating from Ross S. Sterling High School in 1995,  he received Associates Degrees in Child Development and Substance Counseling.  He also earned a Bachelors Degree in Leadership from the College of Biblical Studies.

While attending Lee College, Johnson worked at the Baytown YMCA as a summer camp counselor.  While at the Baytown YMCA, he worked his way up to the Site Director in the afterschool program and later to the position of Multi-Site Director. He worked at BACODA (Bay Area Council on Drugs and Alcohol) as a Prevention/Intervention Specialist.  While at BACODA, Charles worked with an epidemiology group whose focus was on lowering alcohol and drug abuse in the Bay Area, which included South Houston, Pasadena, LaPorte, Baytown, and Clear Lake.  Charles is currently working as an operator at TARGA.

Terry Sain, District 4Sain_sm

Terry Sain was elected the District 4 Council Member in May 2008. His current term expires in November 2017.

Sain, an active community leader, has served on many boards and commissions in addition to City Council. He is a Past President for both the Harris County Mayors' and Councils' Association and the Rotary Club of Baytown. He has served on boards for the Baytown Chamber of Commerce, the Eddie V. Gray Wetlands Center, the Bay Area Heritage Society, and is the current Director of the Baytown Municipal Development District Board.

Sain holds a Bachelor of Science Degree in Environmental Management from the University
of Houston Clear Lake and is employed as a Health, Safety, and Environment Manager with LCY Elastomers LP.

Councilman Sain and his wife enjoy spending time with family and having fun at Pirates Bay, Calypso Cove and the city's splash pads with grandsons Gregory, Gabriel, Stephen and Samuel.  Email


Robert C. Hoskins, District 5Hoskins_sm

Robert "Bob" Hoskins was elected the District 5 Council Member in May 2011. His current term expires in November 2017.

A strong community leader, Councilman Hoskins has served two terms on the Goose Creek Consolidated ISD Board of Trustees, including one term as President, and two terms on the school district's Facilities Planning & Rezoning Committees. In addition to the various committees and boards that he sits on as a City Council representative, he also represents his employer on the Board of Directors of the Baytown/West Chambers County Economic Development Foundation, and is on the Board of Directors for the Baytown Chamber of Commerce, serving as Chairman for both the Education Committee and Partners In Education Committee.

    A life long resident of Baytown, Hoskins is a graduate of Robert E. Lee High School and attended Lee College. He holds memberships with the National Fire Protection Association Industrial Board and the American Society of Safety Engineers. He is employed as a Operations Superintendent with Enterprise Products in Mont Belvieu.

    Councilman Hoskins enjoys spending time with his wife, Pamela and family, outdoor activities and reading/researching history.  Email


    David McCartney, District 6McCartney_sm


    David McCartney was elected the District 6 Council Member in May 2008. His current term expires in November 2017.

    Councilman McCartney, a Baytown resident since 1996,  serves as Chairman of the Baytown Finance Committee and is on the Municipal Development District Committee. He has earned the classification of Texas Municipal League Certified Municipal Official, and is a Past President of the Pasadena Suburban Lions Club. 

    McCartney holds a Bachelor of Business Administration in Accounting from Texas A&M University, and served in the Texas National Guard and Army Reserves.

    Councilman McCartney is self-employed as an Insurance Agent and is married to wife, Sylvia. He enjoys fishing, playing chess, scuba diving, amateur radio and traveling.  Email
